Heck, the delete button is easy if people think you're too verbose.  Let's hear
it for devil's advocates and arguing both side of the issue!  There is often no
better way to understand a concept than to attempt to honestly argue both side
oneself.

But, back to the issue.  As Aeon says, in some worlds, half-elfs are bastards
frowned on by both sides, assumed to be the product of rape.  (see also the PHB
comments under half-orc, if I remember correctly).  In other worlds, humans and
elves live in common communities, and interbreeding is socially acceptable.
Perhaps in your world (speaking to the Gentle Reader, not just Aeon), there is a
complex system similar to what was seen in the Caribbean once upon a time, with
the equivalent of "mullatos" and "octavians", each in different social ranks
(and with different opportunities in life).

If your world is quite structured on the issue of half-breed and subcultured,
then the race/culture hack concept may work very well as presented by the
original author.  If your world is more freeform (more exceptions and maybes)
then the race/culture hack may be a good guideline, but the GM will need to make
character-by-character calls (and take the loophole risk).

It's up to you, as the creator of that world, to decide.  Enjoy that creation.
