RoleMaster used to produce a campaign setting called Shadow 
World. In this setting, they had a number of cultures that were 
originally based off of half-elven racial stock. Whole races of half-
elves evolved over time from intermixing the two cultures....

So, I would say yes, Half-elves can have their own cultures.
