I'm aware of it... but the FR rules still leave an inherent cultural 
part to the various races.  Catti-brie, despite being raised by dwarves, 
has no dwarven cultural abilites and has human cultural abilities...

Read the end of Chapter 6 (Description--I *think* it's 6) under 
"customizing your character."  If it weren't for that section, I 
wouldn't have thought of this.

P.S.  And I think regional feats are a cool idea, too--but I want more!
