In this way, several "layers" of cultures can be stacked ... Think about a 
nation composed of several clans : race->culture->nation->clan... Note 
that's a strict systemic approach, because clans are likely to have the same 
culture.

But I think "nation" (or "realms", or "tribes", or whatever you want) is an 
important concept : it's (not so) obvious different nations can have 
different languages ; and one nation could be famous for its horse breeding 
and riding abilities, while another is famous for religious fanatism (any of 
its inhabitant would have some clerical abilities)...
That depends on the campaign settings.
