The gap between high-tech items and low-tech items is absolutely huge. Following this reasoning, I would suggest that building a blaster according to the rules is pretty much from scratch, whereas if you had a crate of 'spare blaster parts' you could assemble one much faster. Think of it as building a computer from scratch with a soldering iron vs. buying the motherboard, cpu, video card, etc from CompUSA. One is hard, and would take 80 working days. The other is EASY, and could be handled in an afternoon. -Brad
