Ideally, someone should devise a good 'techie' class that can fit in any
D20 game with the only 'tweaking' being skill names and some other minor
details. Just as a 'fighter' can be a knight, a roman gladiator, a
mercenary, or a pirate king, so a 'techie' could be anything from a
steampunk inventor to a 20th century engineer to a sci-fi scientist.
More detail and nifties belong in prestige classes.
The D&D 3e game I wanted to run was set in a 'springpunk' universe where
'cogwerkz', 'steam guns', and 'walking coaches' were the order of the
day. I ended up not running it because another player wanted to DM and
no one wanted me to cancel one of my other two games.
