Actually no,
Not everyone finds the same things important in an FAQ. Here is my example: Have you ever played a video/computer game and wanted the FAQ for it? Say you're stuck on some level. I've done this a number of times for playstation games. There is one site that has a collection of FAQs... I've found this a great source of information because not all FAQs have the same information. And sometimes I can't find out what I need. Having several different FAQs give me several different points of view on the same issue as well so that I can make my own decission about the matter.

I do recommend that we have FAQs point to other FAQs in the spirit of helping people find out the most information possible, but multiple documents doesn't dillute the information like you've assumed, rather it promote the sharing of ideas and points of view.
