The D20 licence makes it a little tricky by not allowing you to
describe how XP is awarded or levelling up handled.
However, as I understand it, there is no such restriction on
how XP is *awarded*. As such, it seems simple enough to say
something like:
"PCs have the option of starting as a 'Veteran' character.
Veteran characters start at a higher level (PC's choice to a
maximum of 8) but no longer earn XP".
Of course, in game terms it makes more sense to treat Roy
as an NPC anyway, but the issue is still there...
