A couple of things everyone seems to be forgetting. First, if you are using Open rules and you create new rules based on those Open rules, then your new rules *must* be Open. The license does not make it optional. The license requires you to mark as Open reproductions, modifications, and extensions to the rules as well as all rule-based descriptions. Second, the purpose of the OGL is to make and keep game rules Open. This is similar to the purpose of the GPL: make and keep software Open. Furthermore, just as the GPL is not designed to Open things created with Open software, the OGL is not designed to Open things created with game rules.
