If we should pay for use of OGC, then it *isn't* OGC...is some kind of 
database commodity (like a pay clip-art site) where I pay to use it...and 
thus it loses its utility.

If something is sent out as OGC, then it can be used. Credit the author as is 
appropriate/required by the license. Heck, if you can find his address then 
send him a copy.  But to then *pay* for something handed over for free 
already?

Wow...all the pollution in Dallas today must have gotten to me 'cause that 
just didn't make sense at all...
