Not a bad point, but a reference document of OGC is like a line in the
sand - it clearly states your position on what is open and what is not.  It
doesn't even have to be a well-formatted document to serve this purpose.  As
to why a publisher should go through this exercise, I offer one new reason:

By separating all PI from OGC and then taking a look at the final result,
you are in effect 'proofreading' your statements indicating what is open
content and what isn't.
