Who says? WotC does.

On industry mailing lists, WotC reps have already asserted that the new rules will be made part of the SRD on release, the same way d20 Modern was handled.

OK. My other question still stands (even if it is hypothetical): would it be any worse for the D20SRD and D&D to disagree, than it is for Star Wars D20, Call of Cthulhu D20, SpyCraft, DragonStar, or Traveller D20 to disagree with teh D20SRD? [this isn't meant to be argumentatitive--i haven't formed my own opinion on the matter.]
