No, because, IF YOU FOREGO THE STL, YOU ***CAN*** INCLUDE CHARGEN. Sorry to shout, but that's rather key.
The STL is the limiter, not the OGL. An OGL game can be complete in every way. Look at Mutants&Masterminds or Everquest. Both have chargen and experience rules, both are OGL-only; no STL.
The OGL is a content license, and includes very few restrictions -- the use of trademarks to 'indicate compatibility'
is about it. The STL is a trademark license, and, as such, is much more restrictive.
