Allen you run 65 to 70 up Snoqualmie, I bet you got a higher diff ratio? I am 
amazed that you get wipers, I used to go up and down Mary Hill, from the 
Columbia River to Goldendale Loved going down hill in rain, but up hill was a 
different matter. Some times had to take foot out and let wipers work, made my 
passengers nervous. Even though they liked riding in my old truck. I  finally 
put a check valve in vacuum line and a vacuum reservoir this helped but it was 
not big enough to hold a lot of negative pressure. I also took wiper motor 
apart and lubricated it before all this that helped a lot. Of course I was 
running a 216 4 speed, seems that the faster I went the less vacuum I had, 
which makes sense, pulling a hill the throttle is open with heavy load and low 
vacuum, so wipers are slow.

  I run the double action pump on my 261. I had it professionally
  overhauled before installing. It helps, but not as much I would have
  hoped (I have a '55 M38A1 with vacuum wipers and the double action pump
  works well!). For example, if I'm heading up a mtn pass (Snoqualmie
  Pass in the Cascade Mountains is one), and maintain 65 or 70 mph, the
  wipers still work, but barely. One time I was in a good rain storm and
  would periodically have to get off the pedal so the wipers would slap
  back and forth so I could I see. You would think turning 2700 rpms
  would generate the necessary vacuum with a double do. I plugged it off
  to see if it really helped, and it does, but not much.
