Mike , It sort of works like a 3 way switch with a wire going to each bulb 
with the flasher on the line side . Hope this helps if not let me know .

      I guess that I don't understand where the source voltage gets into the

flasher. Since there are only 2 prongs, does that mean that the can itself

is being used as the 3rd prong common?

It doesn't use a ground as the 3 prong does.

They have a bi metallic strip that heats and cools to flash.
