Mike:
Doesn't need a common (or ground).  No chassis (case) ground needed either.  
The 3rd prong on my GMC flasher is output to the dashboard turn signal 
indicator.  Only one dash lamp on the GMC, flashes for either direction.  See 
lower right corner of schematic here

I guess that I don't understand where the source voltage gets into the
flasher. Since there are only 2 prongs, does that mean that the can itself
is being used as the 3rd prong common?

It doesn't use a ground as the 3 prong does.
They have a bi metallic strip that heats and cools to flash.
