Hello Openmeetings,

The problem of "mute" raises time after time (Issues 299, 691). We
have similar request from our customers to implement it. So I'd like
to ask a society what way to choose. I've got five proposals about
mute functionality enhancement. There's a possibility to choose either
(or different one, you can propose).

1.      Moderator has two options (and buttons) for every participant: (1)
mute/unmute him/her for moderator personally (as it is implemented
now) and (2) mute/umute him for all other participants.
2.      The same as bullet 1; the moderator has an additional button "mute
everyone".
3.      When creating room, a moderator can make this room to be "limited
to talk simultaneously". 1,2,3 etc. people can talk at the same time,
not more. A role of a "speaker" can be given to any participant by the
moderator. The moderator can change the list of "speakers" at any time
(that makes a difference this type of room to a "meeting"). So
moderator has a checkbox against any participants indicating that he
is speaking now. As participants are joining, the moderator lets them
speak (if a vacancy is remaining) or doesn't.
4.      The same as the above bullet, but at any time the "speaker" is
defined as the loudest participants. Traditional conferences seem to
be designed this way.
5.      The same as bullet 3; any participant can apply to start speaking.

If any of you has the opinion, please, let me know. Any argument would
be appreciated.
