I tried the underlying program gammu now, with .gammurc saying:

port = /dev/ttyACM0
connection = at
and gammu --identify fails - it keeps sending AT\r and the device sends
binary stuff, ignores it, and the program eventually dies horribly.
FWIW, I also tried making it not use cdc-acm and instead forced usbserial
generic, in order to try with the ttyUSB* devices, but that didn't work
either, the driver just reported this for each device:
usbserial_generic 2-9:1.3: Generic device with no bulk out, not allowed.
usbserial_generic: probe of 2-9:1.3 failed with error -5
I'm going to investigate if there's any way to get the "m-Router" mode
working next.
