We're just trying to define some scheme that is sufficiently flexible,
yet doesn't add any more complexity than required at this point.

It should be easy to do easy things and possible to do hard things...


If the above assumption (no changes to order) does not hold
a year for now, we'll update OpenOCD with some new scheme
based upon that new situation rather than try to define a fantastic
scheme that will support anything and everything future and present
(which will a) fail b) be overly complex).
