It will always reset the core - what else is reset depends on the
implementation.
It just has the negative that it is core only reset.
So our choices are basically:
1. fall back to VECTRESET in case of no other information
or
2. declare VECTRESET useless
a reset-init script and vectreset is the only option for some cores -
the latest luminary devices for example.
I thin we need scripts to signal to openocd what the target supports and
go from there.
