if you don't have libassuan installed, then opensc should compile
fine (and not create the plugin). does that work for you?

or do you need an option for those who have it installed (including 
development files), and try to compile opensc, but don't want opensc
to automatically compile the plugin during that?

I always wonder why it wouldn't be easier to de-install that library
in such a case. need to check if the pkg-config macro has options
for this, or if we need to write code ourself. I hate m4 :)
