That would translate the string contained in password_prompt so this
call is OK. But the program shall also declare that the string "Smart
card" should be localised.
In general we go that using a declaration like N_("Smart card") in the
source code.

The problem here is that the text to translate does not come from the
source code but from a configuration file. It may be possible to add
etc/pam_pkcs11.conf.example to po/POTFILES so that strings to
translate will be searched also in this file.

etc/pam_pkcs11.conf.example should then contain something like:
+    # What kind of tokens?
+    # The value of the token_type parameter will be used in the user prompt
+    # messages.
+    # Values for l18n: N_("Smart card") N_("Token")
+    token_type = "Smart card";

Only the values specified by N_() would have a chance to be translated.

I can take care of that and propose French l10n.
