this algo completely doesn't make sense. example: check out where Vila Mágica is placed in the directory
with 1253099 weekly users 4764702 total apps with 80K and 90K totals and less than 10K weekly are just above it. my most popular app is #3 among all my apps with #2 and #3 are above it by far. there are regular big jumps in the directory up and down while there is not much change in traffic/installs/uninstalls. etc. Besides directory is one of the weakest sides of orkut platform. BTW, what do you mean by app "rendering"? If my app heavily uses ajax and doesn't reload evry time - does this mean I'm losing in rankings? I thought that it is natural for apps in opensocial to use ajax a lot.
