How about:
A CG creates a new Project:
This causes an Umbrella 1-pager to be filed with the ARC;
it simply says "here is the stuff we are working on - more
to come". This is the Heads Up.
As the Project progresses, it generates fasttracks and full cases
as needed. These cases all reference the umbrella case.
When the Project has reached completion and is "done" spawning
new architecture (i.e., because it has filed an RTI for
final integration...), the umbrella case is closed.
