Announce it, say, a week before nominations open, and give candidates a few days to post their nominations. History has shown that the majority of candidates announce near the end of the period, and as a former nominee, I can say that a lot of that was due to procrastination. I was glad to see a good response to the questions this time, and the answers (and non-answers) strongly influenced my vote.
