No generic one. You would have to look into each individual /sbin/conf.d/SuSEconfig.* file and try to optimize it. It's not easy because most of them are already optimized for speed. However, there are some ideas, IMHO running ldconfig after each transaction set shouldn't be necessary since every single RPM that needs it already runs it directly, this could maybe save half a second or so.
