Well, I'm assuming it wouldn't be enforced. Really I'd like all of these 'extensions' to be bundled as separate JARs?
So you want Pico? Add xwork.jar and xwork-pico.jar to your /lib directory and set some flag in webwork.properties. You want Avalon? xwork.jar and xwork-avalon.jar Etc etc?
