I have tried for about an hour now. Is there another host to use besides 
"subkeys.pgp.net"? I have tried an nslookup and trying the individual IP's 
separately to no avail.

The problem you have there is just a networking issue between you
and the keyserver - I had one timeout yesterday when I was
prepping for 3.7, just retry.
