Tag libraries

Hello everybody,
 I recently downloaded a tag that allows a page to be split
into many smaller pieces. While configuring Orion to use
the tag, I had to enter the internet address of the tag as
it's URI. Is there anyway by which I can use the local
directory path as it's URI?  I need to use this in a
project where the client does not have internet access all
the time.
