The log's position is determined by this setting in Config.pm:
$Self->{LogModule} = 'Kernel::System::Log::SysLog';
# $Self->{LogModule} = 'Kernel::System::Log::File';
# $Self->{'LogModule::LogFile'} = '/tmp/otrs.log';
The commentation can be toggled, too.
