I don't why this limit is set at the source code.

James, here is what I have done to fix it.

I'm using OTRS 2.3.4, so, if you are using this version, edit the file:

Kernel/Modules/AdminCustomerUserService.pm

And change the line 48:

my $SearchLimit = 200;

to something like

my $SearchLimit = 2000;
