I guess they believe they can't handle it the proper way.

So many queries and feedbacks will come up which may delay or slow down the
project.

It's better to go with a beta version instead of getting involved in the
alpha phases.

They are probably involving experts about the processes like ITIL , ITSM in
these phases.

Who knows?
