I actually know someone who worked on the system at Civica. The system was an old legacy system from the UK which they butchered to fit the very vague requirements from the Fines Vic.
The system is now overly complex and full of bugs. Several components like the payment arrangement functionality requires manual intervention every night to correct data. Usual problems like mismanagement and outsourcing to India most of the dev work also. This won’t end well.
