The Notification Manager is present if value!=0 after executing this line: err = FtrGet(sysFtrCreator, sysFtrNumNotifyMgrVersion, &value); However, note that the docs for sysNotifyLateWakeupEvent say "IMPORTANT: This notification is not guaranteed to be broadcast."
