Npr was a strongforce in lobying to eliminate and/or reduce unlicensed
operations in the Us. What happened is that commercial Fm stations as
well as Npr found that people using unlicensed transmitters with 100mw
could place an antenna very high up and get a lot of coverage without a
license so the FCC was pressured to eliminate this.

That used to be true before about 20 years ago. The legal unlicensed
power used to be 100mw and still is for AM. That's why a number of
people use AM now because you can actually transmit further legally
using it.
However on FM the legal power limit dictated by the FCC is now only
about 200 feet. In large part you can thank NPR for that.

These are the best transmitters in my opinion.
They also cost more than the conventail device you can buy at best
buy.
I think the range is what one needs to determine before buying the
unit.
I personally totally love there devices and customer service.
