Hi Colin,
these instructions are for version 1.3.13 of audacity.
To be able to export to mp3 from audacity you need to download and install the 
lame encoder, which isn't included with audacity for legal reasons:

Then:
1. open the file.
2. move cursor to the start of the section which you want to chop off. This is 
described in detail below.
3. press shift + end to select a time range from the cursor to the end of the 
file,
4. press delete to delete the selected audio.
5. choose export on the file menu.
6. In the export file dialog, set the save as type combo box to mp3, change 
folder if nessary and type in a file name (usual stuff) and press save.
7. A metadata dialog will then open, just press ok.
8. Note that when you close audacity you'll get a save changes dialog. This is 
because you haven't saved the audio as an audacity project for further editing. 
Since you don't want to do this, just tab to the no button and press it.
 
The space key starts playback from the cursor position. The space key also 
stops playback, but does not change the cursor postion.
Moving the cursor:
1. home and end move the cursor to the start and end of the audio
2. comma and period move the cursor back and forward by a short period, 
shift+comma and shift + period by a long period.
3. during playback, you can press the [ key to mark the new cursor position, 
and then press space to stop.
4. during playback left arrow and right arrow seek back and forward by a short 
period, and shift + left arrow and shift + right arrow by a long period.
5. you can customize these short and long periods in the preferences dialog 
which you can open from the edit menu. In the playback category, there are 
short and long period edit boxes.

I have not familiarised myself with audacity and have an immediate need
to cut a bit off a MP3 file.

Can anyone give me idiot proof directions to chop a bit off the end of
the file please.
