I get all the usual bounce messages, rather heavy at times and usually ignore them...UNTIL I start missing list digests.
Bounce messages? You mean real server bounces or do you mean the messages the listserv sends you when *IT* receives a bounce *from your mail server*?
My ISP rep has told me the PCI list gets periodically blacklisted by SpamCop from time to time due to complaints
I don't think this is true (that it's due to complaints). I've got a couple of customers that use SpamCop and they complain a LOT about SpamCop suddenly bouncing all sorts of emails - mailing lists, USENET dups, private emails etc. IOW, I think SpamCop's pre-scan service is wayfoo.
Since SpamCop is the most widely used spam service by ISPs

Between not answering bounce messages and not getting list mail, eventually I get dropped by the Maclaunch server and must resubscribe.
Maybe you need to get a real email address from a reliable provider, sans SpamCop, and use it to recieve mailing list stuff.
