Possibly, most ATA cards in an Old World machine are affected by the 8 GB size barrier so you either have to go back to SCSI or find a compatible ATA card.

The 8GB 'barrier' only applies to OS X Boot partitions, and doesn't affect the formatting process. You only see it when the installer won't let you install OS X on that partition.
Moreover, almost NO ATA cards in old world machines are so affected.
If you look in System Profiler, you will note that the drives are labeled as being SCSI; this is part of how the controllers work with the Mac. Since the card tells the system the drives are SCSI, the installer doesn't apply the 8gb limit, and since the cards don't have the hardware flaw forcing that limit in the first place, all's fine.
Back to the original problem.
Double check the cables, ID setting, but since you can format it as regular Mac OS Standard, not Extended, the issue most likely lies either with the card or your System; something munged with Drive Setup. Can you boot from a system CD and use Drive Setup to format the driove?
