my processorupgraded PM 76OO (sonnett 350 mhz/320 mb ram/ata66card) has started to display less than millimeter sized grains of lightgreen at millions of colours in some pics both inside photoshop and viewers aswell as on the desktop, and inside some other apps panels aswell, I know about the processor upgrade flickers in photoshop,I had that, but this is a new and novel behaviour, if I switch to 1000 colors it goes away. system is 9.1 & 9.2.2

I have no different monitor, lowering resolution made no change
Yes a VRAM chip can go bad. And you need 4 for millions of colors. Bad try cleaning the connector edges and slots first and reseating the chips.
I have lots of vram chips
If it's the mobo itself ( cracked socket or ? ) you can use a cheap PCI video card like a TT 128. Which would be better anyway.
