I'm going to assume here that Verizon DSL uses The Abomination known as PPPoE. That would be one reason for requiring OS X. While there are OS 9 clients, they have problems. OS X's PPPoE client appears to work reasonably well. A simple way around it though is to use a router, even if you only have one machine. The router deals with PPPoE and your computer(s) only need to access it via ordinary TCP/IP.
Another reason for an ISP to specify OS X is sheer cussed laziness in not wanting to have to support more than a few versions of the OS.
One problem you could have is that the router MAY need a newer browser than you have on your machine, especially as you are running OS 8.1.
