Ok, it's either part of ME (or ME updates) or some drivers.
What did it say was the manufacturer or company, Microsoft
or some other? Looks like it's part of ME regarding DOS.

All the other links I found (that were in English) had the
same info on it. You may or may not need the patch, but
first I would run the system file checker (RUN: SFC) and
extract it off of the CD and reinstall the file.

First, anytime that happens just search your HD for the
file then look at it's properties to see what it belongs
too. It's not part of win98 because I don't have it, so
you either don't have win98 OS or it's part of some 3rd
party software or drivers for your setup. Second, you need
to post what OS you are using, and what you are doing when
this happens.
