I'm pretty sure that MS pulled it from XP at the last moment due to mass 
user outcry, but that it exists in Office XP.
I think it takes up about 15 mb's during the office xp install. On a MS 
developer list I found others going over the inclusion of the smart tags to 
be included with some .Net technologies in the future. Doesn't Project 
Server have something like this built in?
