Jeff,

Yes, Windows ME does have a Restore function, but if your friend can't get into 
Windows, she can't access it!  
If that is the case, Restore can be accessed from DOS.
If your friend has a Startup disk, she should choose   Minimum Boot.    At the command 
prompt she should type:
edit c:\windows\system.ini      and press Enter
She should find the line:  shell =  and edit it to read:
shell=progman.exe
Then press Alt+F and press 'S' to save the changes to the system.ini file
Then press Alt+F and press 'X'
Next step is to remove the Startup disk and restart the PC.   Program Manager should 
then start.
On the File menu she should click Run, type  msconfig   in the Command Line box and 
then press Enter
Finally, clicking   Launch System Restore    will enable her to set the system back to 
an earlier date.
