Since this is a fresh format and install, this should be easier to troubleshoot. Unless, it was just a reinstall over the existing OS. If you just reinstalled it, a reformat might be needed.
Since this is right after POST, in DOS, and before Windows, it's probably Norton if anything. Norton sometimes (depending on the options invoked) will change the autoexec.bat file. Look at it and uncheck any Norton entries, and check it out for other entries by other software as well. Since I'm not familiar with AOL, it could also modify the autoexec.bat I guess, but I Can't say. I don't see why it would, but who knows with AOL. If scandisk is hanging, even in safe mode, could be a HD problem. Have you run it from DOS? If scandisk is running after every shutdown before windows loads, then something is running in the background causing it, by not shutting down when you reboot. You could be harming things by disabling scandisk after bad shutdown. If this is the case, then the OS could in this case have some corruption. Disable EVERYTHING loading with windows AND running in the background. Don't just cont-alt-del out of them, thinking they are disabled. Keep doing it until only the necessary remain (sys tray, explorer). Then try to shutdown and restart. Have you tried checking the "disable fast shutdown" box?
