No, in OE when you send an email and check to "request read 
receipt", you get a notification whether or not the persons 
opts to send one or not.  If they opt to send one, it will say 
"your email to [whomever] was read on [whenever]".  If they 
click "no" to the request, it will say "your email to 
[whomever] was deleted without being read".  Either way, you 
know they opened the email.  Email format is irrelevant.  It 
does this with HTML for plain text.
