Just to support Clint on this.  A long long time ago in a land far away and
I'm not at all sure it wasn't OE4, when you set up OE to get hotmail you got
a banner with it.  I remember trying the setup one time and immediately
deciding that using Hotmail for anything was going to be pretty useless.

Yes, I'm aware of what OE is.  :-)   Like Vern said, he doesn't 
have any banner on OE6, and this is for Hotmail used in OE.  On 
OE5 every time you'd open up HM, you'd get a massive banner 
that took over OE.
