Yep, got this one.  ;-)

Well, assuming it ONCE DID have a fast or normal boot time, 
then looks like you just have a flaky mobo.  You've ruled 
everything else out, that is if you've tried another HD and HD 
cable.  There is a chance that mobo just "doesn't like" that 
particular HD.  I've seen a lot of BIOS updates that said 
things like "fixed boot issue with [HD name] hard drive" and 
similar.  So if that is the case, then either Intel doesn't 
know about it, or they can't fix it with a BIOS update.

Without seeing the BIOS myself, it's hard to say much about it. 
But most BIOS's have something called "enable quick boot" or 
"quick boot up", those should be enabled.  There's also many 
features it may have with regards to "boot time out delay" or 
similar, that should be 0 or as close to it as possible, and 
boot order--it may be set to check the floppy first, or optical 
drive, or "other bootable device" and that should be set to the 
HD as first boot device.

Did you check all these, particularly the last one.

The computer has the long post regardless of OS installed, I 
tried
WinXP, Win98, and Ubuntu with the same results all around, so 
it is not
an OS or software issue. For all it is the boot time up to the 
point
when the OS layer commences so safe mode is not a concern. Boot 
logs
don't show anything wrong either.

Clint this board is an Intel D845WN

and the
IDE is PATA. Both controllers work the same and adding an IDE 
controller
didn't help. The BIOS is up to date, but I flashed it once more 
in case
there was something wrong there. No Luck.

So we either wait and see or start with something new.
