The company I work for has used Flash alone as well as Flash with xml
controlling data, to create presentations. If you've got a lot of
content to deal with, xml is great. Flash also gives you a lot of
freedom in presentation of data. We've found it so robust that the only
time we have needed to use Director is to create customizable
presentations (so you could distribute a sales presentation CD, for
example, that the sales rep add their content to via consistent
templates designed for them to use). Unless your requirements are
extremely diverse or difficult, you should be able to do it very well in
Flash.

I would never call PDF a robust file format for distributing interactive
content. That said, it all depends.

People use PPT for that too, and I find that equally as bad.

Have you looked into Flash?

As for basic presentations, I've used PDF, but the interactivity mostly
consisted of next slide and previous slide.
