We have an app that has all of the data in XML format.
We want to create reports and then allow the user to "print" the reports to PDF.

OK.

Do you have any requirements for your documents in terms of bookmarks or hyperlinks? What about images? Raster only? Vector? what format(s)? Do you want/need graphing services (pie charts, etc.)??

We have been advised to use XML and XSLT and XSL:FO to create PDF

That is certainly ONE OPTION...

I would certainly suggest XML->XSLT->???? - but what ???? is may depend as much on your choice of software products (and it's licensing terms) than your preference for XML grammars.

We need a product that has a developer license and no redistribution costs.

We use C# and .Net for development.

I would suggest starting with a firm, detailed, requirement spec. Once that is complete, then I would suggest looking online at the variety of .NET/C# reporting engines that support PDF output with XML input and see which meets your needs.
