An interesting area, but if we can continue the heresy a little longer...
the PDF rules require %PDF- to be the first characters, but Acrobat
accepts them somewhere near the start of the file.

Acrobat accepts them anywhere in the first 1024 bytes, in order to support PDF's wrapped inside of MacBinary or AppleSingle files.



The obvious interpretation is that the xref entries must be value
relative to the start of the file, but in fact Acrobat seems to
take xref entries as valid relative to the %PDF-.

Right, for the same reason - PDF's embedded in other formats.
